Before architectural projects begin, priority factors are considered, and where deemed appropriate, mass formations tailored to needs are employed. The Qatar ISC Simulation Center is one such structure. Located on the east side of Al Ruwais, in northern Qatar, the new Naval Academy has been designed. The Simulation Center is part of the master plan design for the Qatar Navy's military training campus. The project is situated near the academy's northern gate. In this project, form was created based on function. Functional plans were produced for the building, and the mass and plan layouts were shaped according to the simulator rooms requiring 270 and 360-degree viewing angles.

The building's form was conceived in conjunction with an abstract representation of the human perception of a ship. The master plan design of the academy is dominated by the idea of circulating saltwater throughout the campus. In the Simulation Center, the use of water elements on the ground floor aims to allow users to experience the sensation of seawater. While the simulators located on the upper levels are designed as heavy masses, the placement of the water element on the transparently designed ground floor contributes to the metaphor of the structure being a floating ship. The sense of depth created on the facade is an abstraction of the ship's hull and the variability of the water.
